I was preparing to apply a July 2019 path for a single instance database without ASM.
Here are the available patch types for Oracle Database: PSU, SPU(CPU), Bundle Patches (Versions 12.1 & lower) via Doc ID 2118136.2
Review current patch on system. Notice Database Bundle Patch.
